Thanks to Mike Walsh who noticed that when you install Windows SharePoint Services 3.0 on Windows Server 2008 and then install Search Server 2008, you do not get the three Site Collection search management page links in Site Settings.
After some experimenting and playing around, I found that the pages and functionality is still available, just the handy links are missing. So, at the root site of the site collection, add the links in the first column of the following table to the URL to open the desired search management page.
