Thanks to Mike Walsh who noticed that when you install Windows SharePoint Services 3.0 on Windows Server 2008 and then install Search Server 2008, you do not get the three Site Collection search management page links in Site Settings.

After some experimenting and playing around, I found that the pages and functionality is still available, just the handy links are missing. So, at the root site of the site collection, add the links in the first column of the following table to the URL to open the desired search management page.

_layouts/enhancedsearch.aspx

Search Settings page

Change the default search box on all pages to use a specific Search Center pages and to use the scopes configured at the Site Collection level.

_layouts/viewscopes.aspx?mode=site

View Scopes page

Create and manage search scopes at the Site Collection level as well as the appearance, order and default scope settings for the scope picker drop list in both the default search box and those within Search Centers within the Site Collection.

_layouts/ListKeywords.aspx

Manage Keywords page

Create and manage Keywords and Best Bets for Search Centers within the Site Collection.
